The forms involved, and what each one is
There are two different kinds of document here: ones you receive and copy from, and ones that are part of the return itself. They are easy to confuse and they behave nothing alike.
- Form 8962, Premium Tax Credit (PTC) — supporting form. Reconciliation has no inherent direction: it does not mean a refund and it does not mean a balance due.
- Form 1095-A, Health Insurance Marketplace Statement — information return input. Carries no directional conclusion. It is the input to a reconciliation, not the result of one.
